Since CELPIP originated in Vancouver through Paragon Testing, there are more places to take the test than in any other city in North America. Since the fees are all the same the biggest issue will be one of finding a convenient location. You may wish to do a search and look at online comments as to which center seems to be the best quality. Bear in mind, each center has to adhere to the professional standards of CELIP and its infrastructure demands, so the quality may not make much of a difference.

Registering for CELPIP in Vancouver

Special Needs Requests
My experience with students that have special needs and want accommodation is that it takes some aggressive persistence but generally you will be granted accommodations if you can show documentation. The accommodation is usually in the form of more time granted if you can demonstrate problems with reading and they do have private rooms to ensure you or other test takers are not distracted. It starts with a Special Accommodations Request Form(PDF) which lists all its conditions. The wording on the request form is unbelievably complex so I will make it easier.
Basically it says you need to get a recent (within 5 years) medical report or letter from a medical professional who reviews the CELPIP test and clearly states which problems you would have with it. Send in the request and medical document together but separately attached. Don't assume you have your requests granted until they confirm it. Be assertive with CELPIP if you feel they are not doing enough in the test to accommodate you. Remember it is CELPIP's duty to accommodate you since they are granted the privilege by Canada Immigration of being an accepted English test for immigration purposes. Do the request process early because in my experience they often come back to you with requests that you have actually already fulfilled.
