ESL Foundation Programs in Public Schools
Grades K–8
For students in this age range, Ontario offers a wealth of free support to ensure success. English language learners (ELLs) are typically placed in classes corresponding to their age group, with additional pullout ESL support provided as needed. ELLs are also encouraged to participate in the provincial assessments for reading and writing in Grade 3 and Grade 6. These measures help ensure that students develop the foundational skills required for academic success.

Carleton University Foundation Program (ESLA)Carleton University offers a Foundation ESL program designed to help students meet the English as a Second Language Requirement (ESLR) while beginning their degree studies. The program consists of three levels of English as a Second Language for Academic Purposes (ESLA) courses, which students complete alongside a limited number of degree courses. The program typically takes up to three terms to finish.

- ESLA 1500: Intermediate ESL for Academic Purposes (1.0 credit)

University of Ottawa English Intensive Program (EIP)The University of Ottawa’s foundation program, known as the English Intensive Program (EIP), is designed for students who need to improve their English proficiency before beginning full-time academic studies. Upon successfully completing the highest level (ESL 500) with a grade of B or higher, students are exempt from standardized language tests like IELTS or TOEFL.

Algonquin College English for Academic Purposes (EAP)Algonquin College’s English for Academic Purposes (EAP) program is designed to prepare students for college-level studies. Students can enter academic programs after completing Level 3 of the EAP program, although the full program consists of 8 levels. Placement depends on the student’s initial proficiency level.
