The IDP Online Test can be booked at any time, even late into the morning.
The only one website you should really consult with in terms of the dates and times and that is the official IELTS.org site under "book a test" amd then set the location to Winnipeg. Registration books up very rapidly in all centers so plan ahead, especially if you are rushing to get in your University application. You can book two tests back to back, but remember that when you book 3 weeks apart from each other, your chance of improving a lot is not high. There is even a possibility that you could score lower. To register look through the official IELTS page and then apply as they direct you to.
Typically the listening test starts first in the morning around 8-9 am, followed by the reading test and writing test. The speaking test is often in the afternoon, anytime between 1-5 pm.
The listening test runs for 30 minutes, reading test 60 minutes, writing test for 60 minutes (Task 1 = 20 min; Task 2 = 40 minutes). The speaking test is 10-14 minutes. The total test time is 2 hours and 45 minutes. There is more about this under our IELTS exam site
Note the starting time for the test session may be different for each of the 4 centers. The break times might be different as well. Although this may sound odd, it is actually better to have more time in total, because it means you have more time in the break. Note that IELTS testing centers are extremely strict about the time the doors close and they accept no excuse. It is wise to aim to get to the center a half hour before the doors open, in case you get lost or caught in a jam.

The fee varies among centers but in all centers the IELTS is expensive. Note that the price for computer and paper based test can be different but is often not. The gneeral and academic module are usually the same price but they may not be. What explains the price difference? Really nothing since all IELTS examiners aere given the same training and must meet technical requirements to implement the test.
